The game is set in a futuristic city called "Anywhere, USA", divided into three main districts:
Downtown
Residential
Industrial
Each district unlocks as you progress.
Although futuristic, it mixes retro elements (50s-style cars, old-school gangs) with advanced tech (hover cars, lasers, etc.).
It has a dark, corporate-dominated atmosphere with crime syndicates controlling each zone.
You play as Claude Speed, a criminal-for-hire working his way up by doing missions for competing gangs. The storyline is minimal and driven by gameplay.
Like GTA 1 but with improved graphics, smoother movement, and more detail.
Introduced lighting effects, animated characters, and 3D-rendered buildings viewed from above.
6 total gangs (3 per district): Zaibatsu, Yakuza, Loonies, SRS Scientists, Rednecks, and Hare Krishnas.
Doing missions for one gang lowers your reputation with its enemies.
You must balance your relationships or choose sides.
Save Points (first time in GTA history)
Pedestrian behavior changes based on time of day.
Phone booths are used to receive missions.
Evade police or gang attacks by using safehouses, alleys, or bribes.
Multiple mission paths—not all are required to progress.
